Energy Savings Scheme

The Energy Savings Scheme decreases NSW's power usage by incentivizing businesses to engage in energy-saving measures. Energy savings are obtained by the installation, improvement, or replacement of energy-efficient equipment.

NSW legislation governs the Energy Savings Scheme. It requires Scheme Participants to obtain and submit energy savings certificates demonstrating energy savings. The Office of Environment and Heritage and the Department of Planning and Environment's Division of Energy, Water, and Portfolio Strategy are responsible for developing the policy framework. What is the HEER Procedure?

The ESS Rule establishes a way for claiming energy savings up front from renovations to residential and small business properties, including the replacement of inefficient lighting: the Home Energy Efficiency Retrofits approach.

Only Accredited Certificate Providers (ACPs) are permitted to deliver Home Energy Efficiency Retrofit (HEER) activities under the ESS. HEER activities assist NSW households and small businesses in saving energy through a variety of energy efficiency upgrades such as lighting, equipment upgrades, and draught proofing.

ACPs are businesses that have been recognised by the Independent Pricing and Regulatory Tribunal (IPART) and are engaged in defined energy conservation measures under the ESS. ACPs may do HEER operations on their own or through third-party installations such as electricians. ACPs are self-employed and are not considered to be employees or representatives of the New South Wales Government.

The original energy saver must select an ACP to be the energy saver for the purpose of performing the upgrade and issuing Energy Savings Certificates (ESCs). A nomination for the same upgrade can be made only once, and it must be made prior to the completion of the project. The ACP or its agents must instal all equipment to guarantee that it is done securely by qualified and skilled professionals.

Certain lighting items must first be approved by IPART for use in an upgrade.

HOW DOES IT WORK?

  1. The NSW Energy Savings Scheme (ESS) provides financial incentives to homeowners and companies in NSW to install energy-efficient equipment and appliances.
  2. An Accredited Certificate Provider (ACP) creates an energy saving certificate, or ESC (pronounced "esky"), for each hypothetical Megawatt hour (MWh) of energy saved by the project.
  3. Electricity Retailers, as Mandatory Scheme Participants, receive and surrender these certifications in order to satisfy their own statutorily mandated objectives, as imposed by the NSW Government.
  4. In order to benefit from the Government Incentive, all you have to do is take advantage of it.
